A Proposal for Structured Constitutional Review
At its core, the proposal is for a 28th Amendment that aims to create a more deliberate way for the Constitution to evolve over time, one designed to strengthen public trust, improve long-term institutional stability, and ensure the nation has a practical framework for addressing future challenges thoughtfully rather than reactively.
Change Beyond Congressional Initiatives
Introduces a broader review mechanism that does not depend solely on Congress initiating Constitutional change through Article V’s ad hoc amendment process.
Structured Constitutional Review
Creates a reliable process for periodically reassessing the Constitution so the nation can address long-term challenges deliberately and coherently rather than reactively and piecemeal.
Defined Constitutional Conventions
Establishes a clear framework for regular Constitutional conventions to reduce uncertainty, strengthen legitimacy, and improve public trust in this mechanism’s possibilities.
Stability Through Deliberate Evolution
Seeks to preserve the Constitution’s essential elements while allowing the democratic framework to adapt thoughtfully to the lessons from our nation’s governing experience and to the evolving values of America’s population.

Tom Teicher approaches Constitutional reform not as a politician or academic theorist, but as someone who has spent decades working within the systems that shape people’s lives. His background in law, business, nonprofit leadership, housing, and prisoner re-entry services gave him firsthand experience with how institutions function in practice, where they succeed, and where they struggle to adapt over time. That experience ultimately led to a broader realization: enduring systems require more than preservation. They require a thoughtful way to evolve.
Tom’s work has increasingly focused on questions surrounding governance, institutional trust, and long-term Constitutional stewardship. His proposal for a 28th Amendment reflects that perspective, offering a structured approach to periodic constitutional review designed to strengthen public trust, reduce uncertainty, and help the nation address future challenges more deliberately. At a time when many conversations about governance are driven by partisanship or short-term thinking, Tom’s approach is grounded in something different: the belief that the Constitution should remain both enduring and capable of thoughtful renewal.
